Actually, Ron and Hermione were going out at one point... there was a tension between these 2 anyway.. Ron was trying to make Hermione jealous by going out with a girl and Hermione went to the bal with that Viktor guy.
Harry likes Ginny and Ginny knows that Hermione likes her brother.

Ron. No question. Ron and Hermione have had chemistry since day one. The only reason they fight all the time is because they don't want to admit they love each other. Harry should be with Ginny.
