In a sense, you can't do so without either: a) assigning one a hierarchical value greater than the other, or b) devising a third form of criterion (for example, a utilitarian imperative) which can serve as a mediating force in the event of conflict.

Don't worry, better minds than ours have been at this problem for decades and haven't reached a conclusion - though individuals have reached their own opinions which is a different matter. The important thing is to think it through for yourself, since that's the only way to fully comprehend the concepts.
