I already took the seized one out......so just wondering if I need a license to buy the fan motor in the morning. Also, could the low refrigerant be the cause of the fan to run too long and burn up?

Thanks in advance!

You do not need a license to change the motor. You only need a license to work on the sealed system and refrigerant. You most likely do not have a low refrigerant condition. The fan was probably turning too slow before it seized causing the unit to run too long.

You might have a hard time finding a place that will sell you the motor you need. HVAC wholesalers hate getting calls from homeowners because most of them are not allowed to legally sell them parts. Before you even think about buying a replacement fan motor, you need to find the make and model of your HVAC unit. Don't even think about trying to buy one without it. (Do you go to the auto parts store without knowing what kind of car you drive?). If you don't know much about electrical work, you probably shouldn't change it yourself. If it is an air conditioning unit the motor probably runs on 208/230 volts, and it will also need a capacitor to help it run.

no, you don't need a license to buy a fan motor. and no you are not going to burn up a fan motor just because it runs more because of the lack of refrigerant. the motor probably failed due to the lack of maintenance.

take the old one with you and get a replacement. I did mine, no big deal.
