First you need some open cell foam rubber, a piece of 3/4" PVC pipe 6" long, a cap for the end of the pipe, a piece of rigid air line about 8" long, an electric drill with a 1/8" bit and a 3/4" hole saw.

Drill 15 or 20 1/8" holes in the side of the PVC pipe about 1/2" from one end. Then silicone the cap on that end. Next, cut the foam rubber with scissors so that you have a block about 5-6" square and 2" high. Fill a cool whip tub with water and submerge the foam square in it. Freeze the tub with foam and water in it. Freezing will make it possible to drill the hole for the PVC pipe without ripping up the foam. Now drill a 3/4" hole in the center of the frozen foam for the pipe. After drilling, thaw it out and insert the drilled pipe into the hole so the 1/8" holes are covered by the foam. Put some silicone on the rigid air line tube and slide it down into the 3/4" tube but not all the way to the bottom, you need to allow the air to come out and bubble up the pipe. After the silicone is dry (24 hours) you are ready to put it in the tank. With the air pump attached to the rigid tube.

Or, you could scrape up $3 and go buy a plastic box filter at the LFS and save yourself a lot of work. An air pump is only about $5 if you don't have one of them on hand.

You can actually buy simple filters for under $15.00 at fish stores and wal-mart, but I maintain a ten and a 5.5 gallon tank without filters, You should try a real plant, and I am very careful not to overfeed my tank.

you can buy a small corner box filter which only costs 50 cents and fill it with filter wool and active carbon then attach an air line with a low cost air pump. Everythingwon't cost you more than 10$.
