One of my favorites is wtcsites.com or 0catch.com . Both of them are the same company. They give you FTP access and 100mb of space.

I'm not sure "free" is the best bet. As example, if you plan on selling anything or becoming an "authority" on a subject, a free web hosting service is not the best choice.
You would be better off buying a domain name and getting a cheap hosting plan. You can get domain names for less than $10 a year and shared hosting for as low as $3.95. Granted you'll have spent $50 but I think it's worth it.
All the free ones I know don't allow you to have your own domain name. You're hanging off the provider's domain name.

Make the website on your own machine and run your own webserver. That's as cheap as it gets.
You can also upload your site to all kinds of good places.
Examples:

Most offer an upgrade option is things work out for you.
