Yes, it will be in Central Park, and it will be 911 stories, in tribute to the fallen heros. There will also be a theme park, featuring smashed-up mini-replicas of Boeing airliners as rollercoatser cars (inspired by the Princess Diana theme park in Picadilly Circus, which features smashed-up Benz rollercoaster cars).
Also, Cape Kennedy Space Center will be moved there as well, on the opposite side of the park. It has been long known that rockets can achieve escape velocity most efficiently from NYCs latitude, but mobsters and union bosses (mostly from NJ) have blocked the transfer of the space center to NYC since 1968.
In addition, the New York Stock exchange will be moved to Soundview, where most rich white stockbrokers live.
