Affirmitive, masturbators of younger age are pre mature ejaculators. And obviously it is a mirror effect of masturbation.
And I dont know exactly the average time a man does maturbation in a week, but I saw a quiestiion here asking same thing and majority said "twice a day" so it is on average "14" times a week.

OK I only gonna answer the first part... the second part is TOTALLY up to the individual. (Me? Couple times a week at most, if I'm in the mood. more usually I want actual sex:P)
No masturbation doesnt make you a quickie. In fact one technique of BEATING premature ejaculation involves masturbation.
