You can use two carbon electrodes of dry-cells. Make one end of both electrodes conical (like the tip-side of a pencil). Connect the other ends to a dc power supply such that the tips of both electrodes are neither too far nor touching each other (perhaps separated by a millimeter or two). Give sufficient voltage (I can't say exactly how much but it will depend on the separation between the two tips), and your carbon arc lamp is ready!!!
