In that song, "London Bridge coming down" is a metaphor for losing inhibitions in public - letting loose.
Getting loaded on vodka increases this behavior.
The song doesn't have anything to do with London Bridge, other than the universal recognition that it is "coming down."
It is worth mentioning that there is a "Fergie's Gifts" in Lake Havasu, where the original London Bridge has been relocated, kind of... That's a different question, though.
The bridge Fergie is posing in front of is not actually "London Bridge," but "Tower Bridge."

London Bridge is actually in Havasu, AZ. It was brought over from England, stone by stone & then re-assembled at Lake Havasu.

Yup, I love that song!
But I don't know what exactly 'London Bridge' means.. but when I was letting my brother listen to it on my iTunes my sister was in the room and she was like, "Amy! That's gross!" and I'm like, "Um, it's a song." So I don't know.
