Well, I think they are worth something. Let me explain. You know no one can live forever. So a celebrity's signature could be worth something once he/she is gone. Especially if he/she was really popular and awesome. So some people might see value in a celeb signature, especially if they really admire him/her. Sometimes it's nice to have reminders, or souvenirs of people you know so you will never forget them.

No one, but you. It depends on how much you like that celebrity and how much he or she influences you. It is up to you to consider a celebrity worthy, only then his signature will be of any worth. :-)

It's no biggie to me anymore, but when I was 12 and madly in love with Jonathan Brandis, his autographed picture was framed and then kissed every night before bed. Unfortunately he committed suicide. :(
It seems rather silly to give monetary value to someone signing their name, especially now that people can just snap pictures of their favorite celebrities with their camera phones.

The market. There will always be someone who will pay to have an item touched or signed by someone they idolize. No one had to decide it; that's just the way it is.

If there is a want, there is a cost. By the way, that'll be $2 for the answer.
