People are the same the world around. Have traveled the world over, and people are the same everywhere. You just have to want to see the good in your fellow man or woman, and you will. But if you focus on the bad, then that is what you will only see.

They are humans, so they have all the normal human qualities of being good guys or bad guys.
Maybe you should check the crime rate (% of population) of Nepal. e.g. Japan's 10 times lower than Australia and the USA is 10 times higher than Australia, making Japan 100 times safer than the USA
