They are skin appendages called wattles and some breeds have them and some don't. Kids are usually born with 2 that hang down just below the jaw on the neck, but sometimes kids are born with them in wierd places like up close to the ears. Most of our Saanens have them. Many people who show their goats remove them (cut them off) when the kid is a few days old as they tend to get in the way of the show collar, they are hard to clip around and it makes the neck look neater and longer.

The little round balls of fur on a goat's neck close to its chin are wattles. Not all goats have wattles.

wattles, some goats have 4, some have 2, some have small nubs that naturally growthat way, and some dont have any at all.
