what would happen if you stopped time?( you can still move when time is stopped)

the car can't move if you stop time. because speed is relative to time.

The time is moving continuously; you cannot stop time unless you move with the speed of light.

However to answer your question:

The car is moving with 70 miles per hour. The hour in the speed is time interval.

That is there is an initial time and final time. If the interval between the two is one hour, the car moves a distance of 70 mile.

Suppose when the clock shows 12, you have stopped the motion of time.

Then there is no motion of time after the initial time. There will not be any final time.

Every thing (all objects are motion less) comes to a stand still.

If you think that there will be a slight movement of objects, at once the time continues to move.

However, for an observer whose reference frame is different and who is having his own time for reference can say how long your time was standing still with respect to his time.

I think if you stopped time you would/could not move.
I don't know what the most widely believed scientific theory is. But keep in mind, it's only a theory.

Concidering the car is a part of "time" you would end up going thru the windshield and kissing the *** end of the car in front of you...a lose lose question

wow that's SOME creativity but yes I would to get through traffic quicker. But I suggest bringing dirt tires.
