I would scream "OH MY FREAKIN' GHOD!" at the top of my lungs just to see if I could get them to run away in panic ... just kidding.
Actually, I might ask them, "WTF are you doing in Kokomo Indiana? Are you lost or what?"
Seriously, I would walk up quietly, tell the person I admired his/her work. I would only ask for an autograph if I had my own pen & paper handy.

This has actually happened to me. I saw actress/model Andie McDowell coming toward me, on the sidewalk from the coffee shop she had just left. I was in the middle of conversation with someone, and suddenly stopped and stared at her, shocked. (I probably had my mouth open). The man I was taking to noticed I was staring at Andie, and turned to her also, and said, "Hi, How are you today?" She smiled politely, and said, "Fine, thanks, how are you?" If I wasn't positive it was her before, I was when she spoke! I smiled weakly. I was impressed at how nice she was. She probably gets this all the time. She walked on, and I asked my friend, "Do you know who that was?!" He said. "She's a friend of mine." I said, "Andie McDowell is a friend of YOURS?!" He replied, "Oh, I thought it was someone else!" Oh well... I missed my big chance to say anything, or get an autograph, but I did get to see her! This was about three years ago.

my first reaction would be shock, but i would probably try to be as down to earth as possible. I think they would probably like a break from all the hardcore fans kissing thier feet so a nice simple/short conversation would be refreshing

This happens to me all the time, because everybody visits Chicago. I usually look surprized when I notice them, and they usually don't look too happy, so I leave them alone. If it was someone I really liked, I would stop and just say hi, love you, and not be too gushy.

First of all, I wouldn't get all that crazy about it, I'll just act cool and walk up to him/her to get an autograph and a picture.

I'd probably be speechless and then I'd probably embarrass myself by talking too much, etc. Although, for me,this applies to only one person-Michael McDonald!!!!(the singer-not the actor.)
