I think you have big problem since you have to be at work @ 12:30pm. Why not wait until the weekend where you can have a sleepover. Rent movies order pizza and buy or make a cake. 9 year old girls usually entertain themselves so you only have to spend on the food. And only allow her to invite a few friends. Or wake up early on her B-day and tell her to pick 1 or 2 friends and take them out for breakfast. Breakfast is usually pretty cheap. Or do a breakfast buffet at your house and invite more people so she will get gifts. I pretty good with B-day parties with 3 kids but I don't think you have much time before you have to be at work.

Kids are excited about a birthday party no matter what you do. You could do things as simple as musical chairs, pin the tail on the donkey, sit on balloons and break them (each has a little piece of paper inside but only one says winner.) You can find many of the party needs (games, plates, prizes) at the dollar store.
Or another idea is to go to the dollar store and buy some make-up and let them have a dress up party where they put make-up on themselves or each other. They could also paint their nails. You could take a picture of them and once you print them off you could mail all the guests one.

Pinata Party-This is always a Hit
Traditional Party-Pin The Tail,Musical Chairs...etc
Any of the chain restaurants
Pool Party-One at home,one you can buy above ground
Slip n slide party
Tea Party
Make-Up Party-Let them get in your makeup

I did this for my daughter when she was in the third grade. Set up stations at your house. (You will need a few friends to help you out). Have a beauty salon, nail salon, make-up salon and maybe a massage salon. You can set up little card tables and name your salons silly names. You can do this on your computer. Like The Curl Up and Dye salon. The girls can take turns coming to each station and get prettied up. My daughter and her friends had a great time because all girls like to play dress up. You may want to explain to the parents since they will more than likely have make-up on when they come pick them up. This is just an idea.

My mother used this idea when I was little and it was raining hard, and it's become one of my most cherished childhood memories. We had an indoor picnic on the bedroom carpet, complete with the Red and White checkered blanket spread out on the floor, an ice cooler, and a portable radio. And, we didn't even have to put up with any ants and mosquitos!
