Yes. There aren't enough people in this world that will tell when something is wrong. The mom probably won't tell.. I'm sure she's embarassed that she let this carry out. Or scared of the publicity and what people will think of her. But thing is it's not her fault.

Why would a grown woman let a pre-teen do that? I think they would have more control over their children. But yes I think they should be reported. That is disgusting.

You need to tell an adult about this, if not your parents, then someone else. This is not right. That kid is going to turn out bad later on in life. Do what you think is right.

You should be contacting the police or family services. however, the mother should have more control than she is to teach him that it's wrong. If she's really that helpless, something's not right.
