How can I get in touch with someone I have lost contact with from another country?

This is someone I spoke to for many years online as well as the telephone. All numbers and addresses I had have not helped. Is there any way to find a persons user Identity on here or get the word out that I am looking for this person? Any help would be greatly appreciated!
