he has replaced the flasher , but the turn signals only light up they do not flash, and he has also put in a new battery. Any help would be appreciated.

Have him replace the bulbs... one of them is defective, or the socket is corroded and not allowing current to flow to the bulb..

The switch feeds the power to the flasher then on to the bulb somehow it's getting around it.

Always give year, make, engine size and model # when asking questions. The 1980 model had a 6 volt system. Other years used 12 volts.
12 volt bulbs in a 6 volt system will cause this.

Recheck wiring to make sure hot interrupted by flasher unit, it is not bypassed. New flasher may be defective.
