This is the case in Pittsburgh. Literally, dozens of companies have the same ads in the Pittsburgh Post-Gazette for months and months on end. Advertising the same position(s) week after week, and I know personally that these companies need employees;yet, no one seems to be hired for them. I know dozens of people working for these companies and they even said that the company is hurting for new personnel. I have even applied for these companies, and I have not been hired. I do have a good work history and an education. Is it just the capricious evaluations by Human Resource Managers that is the problem? or are these companies just trying to make the local job market look more prosperous than it really is?

Oftentimes, company policy and/or legal considerations require managers to post jobs in local (or national) media. However, in many cases, the managers don't really want to hire anyone this way.

It is a fact that most people get positions via some kind of personal or professional referral. Many people are automatically suspicious of people coming in cold off of the street (i.e. responding to ads).

They also may be very picky. I'm in IT and often people don't get hired because of things like not knowing the specific tool-set used by the department doing the hiring, even though many people in my field are quite adaptable and knowing how to learn is, in many ways, more important than exactly what you know.

Some companies always have openings for the same positions or are always looking for good talent, so the keep the opening listed and keep interviewing. Some companies hire in volume, the same job. Most companies are looking for the exact match to their needs, so they are picky.
