You should have a paddle wheel sensor on the transom of the craft. Sometime they break off and need replacing. If it is there and moves freely, you will need to get it to a service center.

Check for unplugged speed sensor.
Don't want to spend the money on a shop manual? Take a guess and change the speed sensor (it's your money LOL).
Speedometer could be bad.

clean the crap out of the pilot tube it work by either pulling a vacuum or on pressure, just a guess on my part, but then again I'm a good guesser! or what the others guy said, told you I was guessin
