Envy. Envy at pretty things, clean things made by people who want to make the world better.
Selfishness, because they have been brought up to expect the world to revolve around them - and when they discover the harsh truth, they can't take it.
Hatred, of the world, of their neighbours, of their street - but most of all, of themselves.
And an inability to process adult thoughts, because they desperately want to return to the childish world they knew, where everything was perfect for them. Because the world is not there for them, in a fit of pique they lash out and destroy, because that is the only response they know how to form.
And then, of course, you have the sociopaths, who damage other people's property, not because they are being children, but because it is a deliberate attempt to sow despair and fear in the victims. For such people, causing pain and suffering is a hobby: probably the only thing they can call a pleasure, because they are mentally incapable of understanding real pleasure in any way, shape or form.

Because when they get away with it it makes them feel like they can't be touched.
They're trying to get 'respect' without honest hard work.
They think that if they act like they own everything then they actually do.
The result is that society sees the vandals with the same eyes as those they use to look at a graffitied car: useless garbage.

Because their parents didn't provide the necessary discipline and educated them that it is wrong. Laws should be stronger regarding graffitti etc, its unsightly and damages the image a town or city has. If you drive through a new area that has alot of vandalism and graffitti doesn't it make you feel unsafe?
If vandalism was treated more harshly then there would be less of it.

disaffected youth, although not all street crime and vandalism is youth, lack of ownership- feeling part of the community, frustration, jealousy, resentment and sheer bloody mindedness.. loss of role, many young people have seemed to miss out on a childhood and go from junior to mini adults without boundaries, but with out the self knowledge and life skills to cope, lack of consequential thinking, lack of ownership of their own actions. Big question to answer, as it depends on the individuals criminagenic triggers and needs.

only last week all the cars on my street got scratched up including mine
ill kill the little bastards if i could get my hands on them
the police are a waste of time
too many cheap ciders down the wee buggers neck i think!!!

Destruction is a form of creativity. Everyone needs to express themselves and if they don't they have the tradition methods open to them, then it takes the form of destruction.
