OK - have you ever seen something so embarassing it made you wince?
The Office is a British comedy series set in an imaginary office with a manager who has no idea how people really see him - he thinks he's a popular person who is well-liked by the people around him. In reality, he is pompous, unfunny and extremely bad at his job. Watching him in the Office, the contrast between how he sees himself and reality is so large that - if he were a real person - you'd be deeply embarrassed for him.
It's funny (because he's an idiot) but it's embarrassing because life keeps showing him he's an idiot and he doesn't notice.

When someone runs their nails down a chalk board there is a ugly sound that cause one to cringe.
The same kind of cringe can be induced by someone saying a cruel or ugly remark that felt to you as if someone had run their nails down a chalk board.
The remark can be just embarrassing as well. Any thing that someone does that cause you to cringe.
Run you fingers down a chalk board. Notice what you feel when you do. That is a cringle inducing action.

To act in a servile way or cower with fear or embarrassment. It could be the content of the video that makes people cringe with fear, or it could be that the video was so badly produced that it made people recoil with embarrassment, or bring out some other bad feelings in people.
