You get your "answer" to the voting stage by it being chosen as a best answer or by the person not picking a best answer and other people being given an opportunity to vote on which answer they think is best. I don't know of any voting for questions.

When the question has passed 24 hours, look at the box just to the right of the question. The option for this appears in that box.

After you close the question by voting a best answer it goes their automatically.

It automatically goes to voting after people stop answering it and it stays stagnant for a certain amount of time.

when you have two or more questions, you can just go over to your question, and on the upper right had side, it will have a list , and one of them is "put this question to vote"

after you ask your question, to the upper right you'll see add more details, put to a vote, add extension and so on, just click on put to a vote.
