It really depends how you query the other computer. If you are using Windows XP you can use Network neighbour to query the list of computers on your network. They are listed by name. You can then perform a nslookup via the command line. You do however have to remember that you'll need a local DNS that is configured to perform the reverse query. A little long winded in my opinion.

good question it is very simple if u know dos DISK OPERATING SYSTEM

their are two ways of it one is software and aother is dos


run dos and just chat with ur friend victum u want ip
and type "netstat" in dos and hit enter
dos show a list of ips conected to u
after that send a file to ur friend with yahoo or betwine file transfer
type "netstat" in dos

u will find one more ip adress in list thats it .sor my english is poor but i think it will help u

if you want a specific persons IP then yes, ask them for it. also you can check IPs of people visiting your website.
