you need the right software, if you have photoshop u can do it in there, but, u can prolly go to best buy or something and get some cheap software, or go here http://www.download.com/3120-20_4-0.html?tg=dl-20&qt=gif%20animation&tag=srch
and download some freeware

Sorry, you can't turn an mpeg into a gif.
An Mpeg is a video. A gif is animated photo or clip art.
Mpeg is done by capturing video
Gif animation is done using Adobe Image Ready or Macromedia Fireworks. It is used by putting a picture in one frame and changing it little by little for the next frames. Hope this helps!
