"It's all downhill from here" can mean you've reached the highpoint literally as in you've reached the top of the hill but now you are going to go back down and so it will be easier. The other meaning is figurative as in you've reached the top or highest point of success, so now there is only one place to go and that is back down, meaning it's going to get worse.

I understand it to be a euphemism for things can only get worse (w). The other side of the equation is called "it's gonna be a cake walk".

Because it means you've passed the summit, which can signify as either the hardest point to reach or as the best(highest) point to be at.

To be honest, I've only ever heard it meant as "it will be easy".
