Probably just a reaction, or maybe they are trying to keep their face from getting wet so they point it away from the direction of the rain.
In fact, I guess ducking would reduce surface area that is exposed because unless there is splashing, the rain isn't going to bounce off the ground (I take that ducking involves a bit of a bending state so that some of the body is facing the ground whereas it was more vertical prior to that).

People don't like rain in their face and eyes. Ducking prevents rain from hitting their face.

People "duck" to keep the rain off of their necks. (like a turtle)
Who likes cold water on your neck?
It just looks like they are trying to be smaller so the rain won't hit them.

I would think its a natural reflex. If something hits you in the head, your reflex is to duck. I guess a couple drops of rain is enough to cause the reaction.
