OK, The stupid comment for me usually can be found in the sources box, but occasionally I will lead with it. This time it will be in the sources box.
For each pair of suspenders you will need four ties, preferably the same design, and four of those neato clamps.
1) Align the big ends of two ties and sew then together as closely to perfect alignment as you can get You may want to have your mom help with the sewing machine.
2) Once big ends are sewn together, place the connected big ends centered over the shoulder and contort your arm to press the thin end against the top of your pants in the back, aligned with your shoulder.
3) Grab the thin end of the tie and lop off the end with a pair of scissors about an inch or so longer than where your fingers were.
4) affix the buckle to the squared off end you just lopped off.
Save the length of tie you lopped off for a connector to hold them together in the back.
5) Now, on the other tie set cut off the thin end of the back side in the exact same space
6) Same thing with the buckle
7)Sew a 4-6 inch length of the just lopped-off thin part of the tie about 5-or-so inches above the buckes,
8)Hook both buckes to the back of your pants.
9)throw the connected ties back over your shoulders and place them where you would normally wear them.
10)Repeat the steps you followed for the back, but leave off the connector between the ties in the front.

It will be difficult. Suspenders need some stretchy elastic, while ties are not stretchy at all.
To your comment: people simply don't know, or don't have a short answer. Seems like your avatar pisses them off, and instead of typing long answers how to actually make suspenders from ties, they say something snappy. Maybe it feels to them that your question really contradicts the avatar picture (sorry I don't know who this lady is)
Why your question is "Featured": I don't know for sure, but my educated guess is because it's been plagued by user NONAME. Report him. He posts 300 return charachters. It slows down the page. It makes your question "featured" because people's browsers spend so much time on it. This is just a guess, but report this guy please. He makes this site no fun.

There are several ways you can do it.The easiest one is to make some nice holes at the ends of a couple o ties,put some buttons at your pants and thus you will be able to link them together.If you want your suspenders to be also elastic(which would probably be advisable) find 4 bits of broad elastic (for one pair of pants) ,preferably having a colour close to that of your ties,link them all together,this time performing the holes into the elastic bands. The third variant would be to use three ties for one pair of pants:the broad ends of all ties will meet at the top of the back,while the narrow ends of two of the ties will be linked to the front top of the pants by means of buttons,and the 3rd tie will go down on the middle of your back,being also linked to the top back of your pants(at the middle) through a botton.The complete variant would be to add here as well short elastic bands at the end of each tie (just before it meets the pants).Many other variations following the same guidelines are possible,so be creative and good luck.

I noticed that too, and couldn't resist wondering the same thing: "Why does she look like Anne Frank?" (Sorry!)
The thing about making suspenders out neckties, and/or pants, is that neither of the material proposed will have any kind of elaciticity required to hold up whatever you want for a pair of pants. (Of course, this is speaking about the TRADITIONAL kind of suspenders which snap back and forth.)
The kind that you're thinking of wouldn't work as well, either.
Neckties are made of a polyster material (I think), and the kind of OVERALL suspenders are made of cotten and can easy take the abuse of daily activities, or anything else you put yourself through.
Your jury-rigging idea is laudable, but it just wouldn't hold up in the long run.
However, feel free to experiment by cutting up those (hopefully INEXPENSIVE) ties into even strips, and then sew them together by ends with a sewing machine, and then attach those ends to your pants--leaving enough room for you to get in and maneuver around.

you could... with a lot of time and a trip to the craft store...
you'd need four little clippy things like the ones on commercial suspenders... or a similar substitute. Suspenders need to be stretchy so you'd need to purchase some wide elastic (just wide enough for it to pass through the suspender openings). Wide stitch with some heavy-duty thread (small stitching will break when the elastic is fully stretched. Be sure to leave enough excess). You'll probably want a connecting piece for the two, but I dont know what you could use... be creative.
It'd probably be a little more fashionable to have the wide-side of the necktie on your back... and maybe a thinner tie to begin with.

I think that you'd have to buy a cheap pair of suspenders and then wrap them in the tie material and sew the tie on as a cover because the tie is not elasticized and the suspenders need to be. You can sew the ends of the tie onto the suspenders but leave a little slack so that when you wear them, there is just enough fabric to stretch.
Oh, and I cannot believe that there is someone who commented that they do not know who Anne Frank is. I think her comment was "I don't know who the lady is." (!@?)

Well don't want to repeat it. But there is a few good answer to your question. Like the one with buttons and making button holes in your pants. Some said neckties don't give. I have a few that would work for this they have give to them.
I am working on making a drop box or mail box. So the mail will come inside my home. When the mail man or woman put it in the box. I can buy one for $250.00. But I got some wood for under $32.00. My weekender project now to figure this out.

Open the ties fully, and then fold over the sides so they appear to be even, all the way along the length of the tie. Then finish sewing them up, as you have folded them. Then, cross them over at a 45 degree angle, about 1/4 of the way from the bottom, and sew them together. Add some clips to all 4 ends, voila, suspenders.

1st. control your temper. You need anger management.
2nd. This can be done if it is only for creativity. Neckties do not have elasticity. This would probably be somewhat uncomfortable. The easiest way is to put clips on both ends. You may have to sew them onto the necktie. If it is too long, tie knots in them in the back near the clip.
3rd. I just had two visuals. One of the Marx Brothers and the other of Rerun on What's Happening. Are you going to wear Chuck Taylors (converse) too? And do you have an afro or will you be wearing a hat?

okay, well i didn't read all the answers, so maybe this will be helpful.
never done this before, but this is hou i would do it:
-cut the ties twice as wide as you want the suspanders and stitch down one side with the right side of the fabric facing itself. press the now tube with the hem inside and in the middle so when you turn them over you see no stitching and no hem and they lay nice and flat with sharp edges.
-buy some leather, or go to goodwill and buy a leather vest in the color you want and cut two probably 8" strips with one squared end and one curved end. cut two more triangle pieces that are identical. and then cut four more identical pieces about 2" long and slightly wider than the ties with one end rounded.
-cut your tie-tubes to the length you want them and cut some elastic to the length you want them, place the strip of elastic on top of the tie with the nice side of the tie up so you see the hem on the wrond side of the tie on one side and elastic on the other. put a few rows of stitching back and forth as close to the edge as you can manage and still have it secure.
-take two of the 2" leathers and place them, right side out, on either side of the other end of the ties, flat side meating the tie and round side at the bottom. these are gonna show so make sure they look good. stitch across the top at least twice and then all the way around so it looks like one piece. then take an exact-o knife and make a slit all the way through for a button hole.
*whew! i'm running out of breath!*
-next take your triangle pieces and encase the ends of the elastic with the triangle up-side down, so the point is facing down and stitch all the way around making sure the elastic is secure. (now that i think about it you could use diamond shapes just as easy if you wanted.)
-now take the 8" strips and encase the point of the triangle with the rounded ends down and the flat ends around the point. stitch all around, maybe a couple of times across the point. at about 2" up from the bottom sew across a couple of times and then bust out the exact-o knife to make another button slit.
-now all you have to do is sew buttons on your pants.
