Are you speaking "major league" baseball?
From the opening day of the season until September 1, major league teams are permitted to carry 25 active players, and a roster of 40 on the "major league team".
A player can not be added to the active list unless another player is removed - say, for example, by going on the disabled list, being designated for assignment, or traded. After September 1, teams are allowed to expand their active rosters so that all 40 players on the major league roster are eligible to play.

25 on the "active" roster. There are an aditional 15 in the minors or injured list who make up the 40 man major league roster.

There are 25 guys on the active roster. Then there are another 15 that complete the 40 man major leauge roster. thats why when you see trades ect. you might see a guy get designated for assignment, meaning he is no longer part of the 40 man roster.

25 active players. 15 players in the minor leagues also are carried on the major league roster, and can all be called up after the minor league seasons end in early September.
