I assume you are using a rug grip for an area rug to be placed over wall to wall carpet? There is a specially made type that is actually gummy on both sides which keeps the rug from creeping. It doesn't matter which side you put against the carpet or area rug. The other suggestion that I would recommend doing is securing the edges with two sided carpet tape. It will not harm either the area rug or the carpet, but it really helps keep people from tripping over the edges and keeps the rug secure.

Some rug pads may not make a difference,


Some have a "cloth like, or fuzzy" side. That goes on the wall to wall carpet. The opposite side grabs the underside of the rug.
