Tell the person you have noticed him. Introduce yourself and quickly try to find something both of you have in common. By the way, the person may just be seeking a friend.

I suppose doing what you did there, posing a confusing question, be different, anything out of the norm can make two strangers connect - if you think of strangers waiting at a bus stop and the bus doesn't come, or being stuck in a lift, unexpected things can bring strangers together, and then the friendship will develop if there are other things in common

begin with a smile!
if he/she smiles back then mention a something relating to your common scenerio. viz.. "wow this line is long at the supermarket today do you know anywhere else that's more combiniant to shop at?"
or some such thing!! wotever you do ! do not ask "yes" or "no" questions since this will tend to terminitate the conversation rather quickly

How about the simple "hello"? I know it sounds simple but hey, it's the first step. And it worked with other people, so many times before, well-known into history, and it will.
