Our mother just died an my sister is so out of control i fear for myself an people who try to help us

Put her in a foster home. It's obvious you can't deal with her. I couln't either at your age. If you can't handle a problem, it's best to turn it over to somebody who can. Maybe your church can set her up with a good foster family. Good luck.

ask your mom to help you, shes probably just upset and lost now. and give her rewards for good behavior like a movie ticket if shes good for the week and if shes little then give her a can and say that you will put a silk flower in it for every time that she behaves, dont bribe her by saying if you do the dishes i will give you...... no no just if she has over all good behavior and when she is bad then take one away, then when she has 10 flowers you can give her a surprize like chuck e cheeses or something, or devote her energies in a karate class, they are pretty cheap.
