Possibly resisting from sex (relationships) makes you a better person also. This is my opinion as an artist. I would like to hear your views, so yes it is still a question. This is not a definative statement and is open to suggestion and commetary.

It is said and has been proved too that the best artwork is inspired by tragidy, sickliness, excentricity and mainly negative things. Most great artists were lonely geniuses isolated from society, sometimes drinking excessively. One good example may be E.A.Poe who was a loner leading an unhealthy lifestyle (which killed him by the way) and was never appreciated in his lifetime partly for this reason. Today, he is one of the most inspiring literary figures.
So, I suppose it depends on your personality whether it helps or not among other things.
Happiness rarely gives birth to great artworks.
But of course, this is not only what makes an artist. Talent is essencial as well.
I believe that by forcing yourself into alienating yourself from relationships consciously may not necessarily improve your art. If you force yourself into it that may not produce what you wish for. Lonely artists were lonely by their nature or because they were cast aside by society and not because they consciously chose to be so.
On the other hand, having relationships may not necessarily spoil your art, they may provide inspiration. Some art is inspired by unsuccessful relationships, for example, some of Picasso's paintings, or Hemingway's women characters.
So, I think it depends on your personality, your current realtionships and your lifestyle to decide whether it helps or not.

I'd be interested to hear why you think abstaining from sex makes you a better artist? Is it because you think you'd have more time to devote to the art? I personally think that the more a person involves him/herself into things that in life give one pleasure, closeness and intimacy with another human being brings with it a form of personal creativity and insight into human behavior that would not make itself so accessible otherwise. (Hopefully that makes sense to you?) It's hard to put into words. Tapping into the human psyche is a way to explore regions that are "uncharted" and new, and sex is not just a "physical" act it is a psychological and emotional one, as well....Anything that can be experienced in life adds richness and new perspectives...I would think this would make one a better artist, since true art is an exploration of creativity not only from outside oneself but from within. Communing with fellow human beings adds to our understanding of one another, the world we live in, what we fantasize the world (or ourselves) could be like, and enriches our living experience.
