Republican is a political party, which roughly 40% of the voting population identify themselves as supporting.
With most of a hundred million people in or associated with the party, you can imagine that there's no single identical belief system that all members of the party have.
Republicans generally tend to be conservatives, and support the constitutional goals of "ensuring domestic Tranquility" and "providing for the common Defense". Originally, Republicans tended to favor states rights over federal rights, though neo-cons (new conservatives) see the advantages of a federal majority and have been using the federal government for the past decade or so to advance their agenda nationally.
This has led to a quiet shift/split between the old guard fiscal conservatives, who opposed excess federal regulation, and the newer Republican neo-cons.
So, the Republican party covers a fairly broad spread of beliefs, which makes defining a "true Republican" problematic for anyone other than a fanatic or fundamentalist.

Yeah, I'd argue that there's no such thing. If Republicans favor smaller government, Lincoln was no Republican, because he favored centralized national government rather than leaving authority in the hands of the local governments (as the constitution specifies). Sorry if that sets off a North vs South argument..I'm a Yankee, but the way.
If they favor limited spending, the party's current paragon, Reagan, really wasn't one either. He did a lot of great things, but he spent like a mo fo.
As a general rule, though, Republicans do NOT stand for stickin in to the little guy, corporate greed, environmental destruction, or any of that other crap that Democrats accuse them of. They just tend to lean on the side of personal responsibility, good fiscal sense, and not sacrificing the economy for the sake of a field rat.

Yes!!! A politician, who put's the needs of all people first, not just the rich. Unfortunately, there are no true Republicans in politics.
