Hot water will make the (opening of the) tap expand and should drop the resistance for the water to come out. This effect is larger than the expansion of the water itself. (The effect generally is larger in solids than in fluids).
Less resistance leads to less soundpressure. The effect probably won't be large enough (or will be very hard) to measure though.
For the same amount of water per time unit, the answer is in favour of cold water!

When I was a kid, I was convinced I could tell the sound of hot running water from that of cold running water, so my father had me try an experiment. He turned the water on while my back was turned, and sure enough, I only guessed right about half the time.

Cold ..because in my house cold water is coming directly from mains ..and mains pressure is more powerful than hot waters which is coming from the water heater which Carry's a small pump..some hot water is supplied by electric cylinder heater and that is governed by the laws of gravity ...lol

Cold water should unless your hot water comes from a newer heater because HW is filtered by the heater and cold comes directly from the water main.

Cold water does in my house.bI think it is because water pressure is harder for the regular water coming in then the water coming from the hot water heater.

i think both run at teh same spead, since molecules of hot water are at further distance, it seems as if runs faster.
