you know, like, bingo halls and indian casinos and out of port ships? why are these legal but opening a gambling website is not?

Because they follow the rules, duh! Bingo halls are for non-profit groups or senior citizen entertainment. Indian casinos are a little bit of a reparation since the US government stole their land and wiped out almost all the Native Americans. Port ships--well, they're in international waters or at least not on dry land, so...it's a loophole.

Gambling websites can't be controlled so that children under 18 are excluded, plus there can be fraud and money laundering if it's not a brick-and-mortar gambling site. The gov't regulates the other gambling a little bit, like, you have to be 18 to go in a casino. The US has a lot of trouble cracking down on internet gambling, so they just said no to all of it.

Until relatively recently your only legal gambling options in the entire United States pretty much consisted of Las Vegas and Atlantic City. Things have kind of exploded in the last few years but Utah has not caught up. Considering the fact that you couldn't even buy a beer in Salt Lake City without a hassle until a couple years ago I wouldn't count on gambling becoming legal any time soon either.
