Depends on what Mobile phone it is (as to what it plays in terms of file format).
You should try a programme called "Pocket Div X".

Make it a windows media file. There are several programs out there that translate video files from one type to another. Videozilla is one example.

use a video edit program like final cut or avid to reduce the quality
