I coach 14 year olds, and most use a 32 or 33...I would say a 31 or 32 would be safe for a 13 year old, but it really depends on how big the 13 year old is.
A batter, regardless of age, should be able to get set in the batter's box, and reach the outside part of the plate, without having to stretch much.
