Do you think the President (any president) can do anything to lower gas prices and if yes, what specifically could the president do?

Short term, they could drop the federal tax on gas, that would save us a bit.....

Long term, there has been a moratorium on any kind of drilling or exploration of the east coast, Florida, and ANWAR perpetually, and no new rigs have been allowed to delpoy off the California coast since Carter was in office. We also haven't built a new refinery in the US in almost 30 years. The president cannot change this himself, but he needs to presure his party and the rest of congress to overturn these laws. We are importing refined gas, which is costly and stupid, but nessessary since we cannot produce enough for ourselves. It's speculated that we have vast researves off the east cost that could potentially overshadow the gulf coast researves we already are producing. To give you a hint, the Hibernia platform off the coast of Nova Scotia is producing about 300,000 barrels of oil a day from one platform. Geologically, off the coast of Virginia has a much better likelyhood of having large researves then off Canada, but we just don't know since no one has been allowed to explore the potential. Without getting to technicall, we have the ability to greatly increase our domestic supply of oil and gas if we allow increased national production, and zoning of both the wells, refineries and infastructure nessessary to make it happen. If we were to couple this with new legislation to increase fuel ecconomy, conservation, and research into alternate fuel sources, we could become energy independant in 10 years with a strong push, 15-20 realistically. If we aren't dependant on foriegn energy, we will see the prices stabilize. The president alone cannot achieve this, it would take the consencous of congress and the American people to achieve it.
