Women wear these really big hats? Even though they are under a shaded area watching the horses race.

It's been a long standing tradition that women wear flamboyant hats. If you pay close attention you'll also see that the men dress rather silly as well.
That's just how we roll down here in the south!

I've noticed this as well. I think it's because they are trying to show how wealthy they are maybe the policy is: The Bigger the hat, the more money you have.
