you'll need to buy a tv tuner which you will have to connect to your PC (via USB/PCI/PCMCIA depends on which model you get) and that will give your computer TV-in ports, then you can connect that with a normal RCA cable/RF cable/S-video Cable/Component cable to you TV and view/record whatever you see on your TV.
if you have an old webcam which has it's own PCI card like i have, you'll probably have a TV-in port in it, so you won't need to buy a tv tuner.
by the way, a tv tuner costs around US$60
