You need to get some stress coat to help him heal and not get infected. Fish have a "slime coat" that covers there body it is like a mucous membrane. It works like a barrier between them and the bacteria in the water.
You might try rearranging the tank a bit. That often helps stop the other fish from picking on him. If it continiues, you may have to either get rid of the goldfish or figure out which fish is picking on him and get rid of it. By "get rid of" I mean take it to a pet store or give it to a friend.
As far as whether or not the scales will grow back I am not sure. It may not even be the scales that are missing. My Discus fish is always scraping itself on the filter intake tube. (they are very easily frightened.) call a vet or a pet store that has someone who knows what they are talking about and find out if the fish will be ok. I am just not sure. Once in a while I find scales in the bottom of my fish pond and all my pond fish are ok.

Don't know will it grow back or not. Separate the other fish.
Are you sure it got bitten off by other fish? Sometimes fish get fungal infection and loose scales. Look for other signs of infection on the same fish like deformed mouth or little white dots, or grey slime.

The scale wont grow back. Just like a persons arm or a leg. The best thing would be to take it wo a vet and ask him/her to put this fish to sleep. The only logical choice if you dont want your pet to suffer!

Not sure about the scales growing back but he will heal. Fins do grown back though. If your fish are eating his scales then they are fish that are incompatible with him. They will continue to eat him and he will die eventually you need to separate them.
