To those of you guys who think Dubya is a murderer, where's your proof? If George Bush murdered someone, he'd be out of office in a New York minute. You must be that out of touch with reality.
Anyhoo, it's really hard to narrow it down to one person. Guys like John Wayne Gacy and Jeff Dahmer have nothing on the ungodly monsters of history. Here's a list of really bad guys/gals that are probably burning in you-know-where right now.
*Adolf Hitler - pretty obvious by now
*Josef Stalin - killed MORE than Hitler
*Idi Amin - butchered a lot of Ugandians
*Mao Tse Tsung - starved out the peasant population of China
*Pol Pot - two words...."Killing Fields"
*Elizabeth Bathory - murdered hundreds of young women just to
bathe in their blood (apparently, she thought the blood would make her look young)
*Ilse Koch - wife of a Buchenwald officer; known by her unflattering nickname (that I can't mention here)
*Maximillien Robspierre (can't spell his last name) - the guy who ordered all those guillotine beheadings and stuff during the French Revolution. Ironically, while the deposed royal couple of France was the first to receive the coup de grace, ol' Maxie was the last to "eat the national razor."
*Saddam Hussein - not too fond of Kurds
*Uday & Qusay Hussein - sick sonovaguns who liked to rape and torture people
*Osama bin Laden - pretty obvious
*The guy who starved out Darfur, Sudan - I forgot his name but he is one detestable individual
*Papa Doc Duvalier - didn't kill as much as Hitler and Stalin but he's still a jerk
For more information, read the book by Miranda Twiss (the title's name escapes me at the moment). Just look her up on the Barnes and Noble website and the book should come up. It's about the most evil men and women in history.

Many would agree that Jack the Ripper was the most vicious. What he did to his victims was gross.

Stalin and Mao were far more murderous than Hitler (or Bush for those inclined to overreach) Stalin condemned 20-25 million to die in the war with Germany as well as consuming millions of lives through engineered famines and the gulag camp system. Mao ruthlessly eliminated anyone who opposed his subjugation of China and likewise created a series of prisons which led to the death of millions.

Check out this site and judge for yourself. I hope you don't have trouble sleeping at night! It was my sister who got me interested in this kind of morbid stuff, she's the person to talk to about this really. I reckon she would say Panzram, but funnily enough I actually have a grain of sympathy for him because of the way he was treated by the system. Leonard Lake is particularly grotesque, but there are so many of the sick SOB's to choose from - unfortunately.
Its interesting stuff anyway from a psychological, ethical, legal and (many other) points of view, I wonder what made you ask the question?

Most of me wants to say G. W. Bush. But I think that gives him kudos that I'm not willing to give. I want him to feel unimportant, because it often seems like everything he does is in some kind of "Look at me! Look at me, I'm special!" sort of childish way.
So my real answer would have to be Vlad the Impaler. This real life Dracula was responsible for the brutal slaying of between 40,000 and 100,000 of his own people during his reign as king of Wallachia, a Christian kingdom located in present day Transylvania. I've heard that during his life, Vlad "Dracula" Tepes (son of Dracul) would often sit and dine while watching his victims die by his most favorite means of execution, impalemen, while soaking up their blood with his bread and eating it. One of his most heinous acts was during the invasion of Wallachia by the Sultan of Turkey. Finding that his army was being forced back to his capital despite his "scorched earth" policy (poisoning wells and burning crops in his own lands to keep them out of enemy hands), Vlad impaled 20,000 Turkish prisoners of war outside the walls of his capital. The Turkish army came into sight of the Wallachian capital, saw the "Forest of the Impaled", and promptly marched back home. It's said that the Sultan asked, "How can one defeat such an evil?"

Genghis Khan, the Romans and the Chinese, at his time, believed that the Mongols with him were eating people.
PS. Hitler, Stalin, Winston Churchill (see the people from the colonies) and guys like them were killing people because they believed in something. Genghis Khan and other barbarians were killing just for blood thirst. That was even worst than animal killing for prey.
