if you are looking to fill a form:
1.Scan the form as pdf.
2.Use any pdf editor to fill up the form. You can use Adobe Acrobat Pro. or Paper Port ScanSoft Version 9 (has a pdf form section).
3. Print the new pdf.

if you don't have any pdf editor
1.Scan the form as jpeg or tiff.
2. Use any jpeg or picture manipulation software and fill up the form.
3.Print the new picture.

Typing on a preprinted form is difficult. The way I usually do it is to make a layout of the form indicating where the blanks are on an 11x14 sheet. Then, I use Word and type on the sheet after I have placed the cursor where the type should go.

I'm a little confused about your question.
You can try going to the site of the school you wish to apply for and see if they have the application online. If they do it will probably be in .pdf format. Files with .pdf extentions are generated from Abode and you are usually able to fill in the blanks online and then print the document.
If i misinterpreted your question please clarify.

basically your asking to have something print out on a pre-made form?

if this is the case you can scan in the document and type "on" the image and have it print out.
you can guess about where the typing will be on the page and try several test prints on blank paper and line it up.
