It depends on what you want to specialize in.
I'm a Graphic Design major in college, and according to my teachers, the best school for graphic design is the Art Center College of Design in Pasadena, California.
Another good school offering a wide range of art programs is the Rhode Island School of Design. Savannah College of Art and Design has a good reputation, too.
In Washington DC, the Corcoran College of Art + Design is a good school. Maryland Institute College of Art (MICA) in Baltimore is a good school, too.
For Photography, check out the Brooks Institute of Photography in Santa Barbara, California, or any of the photography programs in the above mentioned schools.
Why? These are the schools that my art teachers always recommend, more than other art schools or universities in the area or nationwide.
If you aren't in college yet, and you want to save some money, the art program at Northern Virginia Community College, Alexandria campus, is really good. Why? I'm currently taking it and when I get brochures and catalogs from several art schools in the whole nation, if I compare their programs for the first two years or their student work samples to my school's, there's practically no difference. Plus, I know my instructors and they all are professionals in the field, some of them with amazing experience and backgrounds. You can take your first two years there, and then transfer to a more expensive four-year school.

Well I can't answer for the US, but in Canada it's Emily Carr Institute. They get many international students because their reputation precedes them. School is very close to American border in washington state.
