Sometimes the holes up in the rim become clogged with mineral build up. Take a coat hanger and poke up in the holes to clear them. You should notice an improvement in the swirling of the water in the bowl, which helps with the siphoning action.
Hope it helps.

when you flush it if you hold the handle down does it flush better than when you just push it.

if yes then you just need to change your rubber flapper and make sure the flapper has a chain not a rubber line going to the handle. and don't forget to adjust the chain. make sure the flapper only has a air hole in the bottom and not on the bottom and side or it will do the same thing that it is doing now.

if this is not what your toilet is doing give better explaination of problems.

maybe the stack on the roof is plugged up. if it never worked right maybe the waste pipe isn't slanted enough. house trailers have that problem !! (the waste pipe is what the toilet water drains into when you flush). or maybe the toilet itself has a restriction. dump a couple of buckets of HOT water down the toilet..that usually clears it !!!!
