It's the sound of compressed gas escaping at a high rate of speed as well as the sound of the rubber from the balloon.

apparently the rip that tears through the balloon when it is popped travels faster than the speed of sound, creating waves similar to the sonic boom made by an aircraft when it breaks the sound barrier!

well...sound is caused by vibrating air. the air escaping from the balloon if going so fast that it makes all the air around it vibrate, thus causing a lot of noise.
