I'm not going to count anime because my answer would definately be Goku. However, I'm just going to take in consideration american cartoons, such as DC and Marvel comics.

Now it all depends, you see the winner would be the Living Tribunal from Marvel since he's like God in our universe, he's the one that created the Marvel Universe and the Infinity Gauntlet. But that wouldn't be a fight since the Living Tribunal could just think of someone dissapearing and that would happen.

Right after The Living Tribunal comes Galactus, Eternity and Death all from Marvel Comics as well. However, they wouldn't be able to fight either since they are cosmic beings and they can just eliminate anyone without breaking a sweat.

Then there's also Beyonder who is like a God in his universe and the same, he can just think of someone dissapearing and that would happen.

There's the Pheonix too, and everyone knows how strong and powerful the Pheonix is. She can destroy planets and even galaxyes. Again not good for one on one combat.

Now we have Hyperstrom, from Marvel comics as well. He's the son of Franklin Richards and Rachel Summer, another two very powerful beings. Hyperstorm, being their son, has inherited some of both parents' powers and is one of the most powerful and fearest being ever created. He's often described as Onslaught + The Pheonix.

If it comes to raw power and also really powerful, then Onslaught is the winner. He proven himself strong enough to stop the Juggernaut when in movement and took out all the other superheroes, such as Thor, The Silver Surfer, The Hulk, etc. you name it.

We also have Superman, Doomsday, Spectre, Mephisto, The Silver Surfer, Tyrant, Thor, Gladiator, The Champion of the Universe, X-man, Shuma-Gorath, Blackheart, The Hulk, Darkseid, Apocalypse and last but not least, Thanos. One thing about Thanos if not everyone knows, he is immortal due to the fact that he workships Death and Death loves him. Plus, one Thanos is in possesion of the Infinity Gauntlet he becomes the second most powerful being in the universe, second after The Living Tribunal, the creator of the universe and the Infinity Gauntlet itself and more powerful then Galactus, Eternity and Death.

There you have it, case closed.

in a free for all it would come down to some of the heavy hitters, the glc would probably stick together till the end and not much can stand up to them hero wise now if villains were in it also it would be a different story, specter would be there he has almost limitless powers although, the Phoenix would be being one of the omega along with ice man if he could tap his potential, silver surfer would also being very power with the power cosmic, we won't put in the gods, eternity death and the living tribunal just because it would be way too one sided, now the phoenix would take out the glc unless one of them took the whole core becomeing omnipitant again then he would probally win, not even the power comis of the silver surfer could take that on, spector is powerfully but from what i have read he has be held back by powerfull mages and isn't completely omnipitant, so ion could probally take him so the winer would be ion, if no ion probally the phoenix

All time most powerful would be DC's The Spectre. He was supposed to be as powerful as God. He is tougher than Galactus, Phoenix, the Beyonder, the Watcher, Eternity, the In Betweener and all those cosmic guys over at Marvel. He is also tougher than Superman, Doctor Manhattan, the Green lantern Corps and their Guardians, etc. The Encyclopedia of Super Heroes (Jeff Rovin, 1985) says Spectre's powers are "virtually limitless".

If you're limited to superheros then first think Superman. He's leveled Thor in JLA/Avengers, and Hulk in Marvel vs DC.

BUT, remember Captain Marvel has taken Superman more than once!

So, it's scientifically proven that Capt Marvel is the toughest.

Uhm, except Thor took him out in Marvel vs DC.

There are those who think that Gladiator could do some damage as well.

Now, if Kyle Rainer wasn't a complete moron, he'd win. A smart Green Lantern could exploit anyone's weakness. So, maybe one of them alien Green Lantern's are smart enough.

Due to the Events of Infinite Crisis, and the 52 weeks series, I would have to give it to Capt. Marvel. Previous to the crisis he could go 1 on 1 with Superman and has beaten the Man of Steel. He has also defeated the Spectre, albeit with assitance from the new magic supergroup who's name escapes me right now. The key factor though is: When the Wizard Shazam died, all the power from Mary Marvel as well as Freddy Marvel was taken away, and given all to Capt. Marvel, essentially doubling his power.

In the Marvel universe, if we're talking superheroes...I've got to say Thor.

In the DC Universe, Green Lantern should be the answer, but they lose all the time for some reason. I'm going to say Captain Marvel.

Tony Stark-Iron Man! Tony has Armour designed to fight any superhero, such as the Thor buster Armour or Hulk Buster Armour, as well as Armour for any environment such as space or deep sea use. Plus Tony is a genius and could design devices to defeat anyone. Think about all the electronic devices in the Marvel Universe. He practically invented them all. Even Mr. Fantastic usually builds his devices from Stark Components. I know he could whip up Armour to defeat anyone, including Superman or Galactus.

its a good question it depends whose in it. If ya put Dc,Marvels, Dark horse, Image, Top Cow, and some anime if ya say it like that it would be a good debate so if someone says Superman come on he's powerful but he iis not da strongest da Sentry could hurt him Silver surfer, Dark Phoenix, some many others in anotha area so lets use a open mind Superman its not a godlike hello kryptonite and magic as ya weakness how lame he haven't even evolved over da years even his boy Batman can kill him if he wants
