The pipe is taking air somewhere from the join. The air is whistling at you for repairs. Try to insert a foam piece in the open of the water tap mouth.

It could be water flowing from a pipe into a smaller pipe. There is some compression at this point.

It could be that the pressure is too high or there is an obstruction in the pipe.
Try turning down the pressure and see what happens.

it could be the aerator (the little screen thing in the faucet head) if you have one.
