Palliative care is reducing "pain and suffering." Mental anguish" is a measuring pain and suffering. Palliative care for a treatment for some cancer patients is adopting a treatment plan based on a multidisciplinary approaches to medicine for improving the "quality of life" of the patient. "Quality of life" for the patient may not include curitive care. But Palliative care always includes the "quality of life" approach to care.

mental anguish can be a variety of things like suffering from post-partom depression, fear and anxiety as a result of the incident, etc
